Commissioning & QA/QC
Inspection, testing and commissioning that prove new infrastructure is installed correctly and ready to operate as designed, from factory witness test to turnover.
Overview
Commissioning & QA/QC
Reliability is the whole point of a data center. Before new infrastructure carries live load, someone has to prove it was installed properly, that its systems work together, and that it is ready to operate as designed. That is the job of commissioning and QA/QC.
SESG runs both as one structured, documented program. Quality hold points are set before work starts and inspections happen as installation is completed, so defects are caught while they are cheap to fix. Commissioning then moves level by level, from factory witness testing to integrated systems testing, with scripts, checklists and the issues log carried forward at every step.
Everything is recorded as it happens, so the turnover package is complete on handover day and every record traces back to the test that produced it.

Level by level
What happens at each level.
Levels follow the red, yellow, green, blue and white tag convention used across mission-critical commissioning.
Factory Acceptance Testing
Equipment is witnessed at the manufacturer before it ships, so defects are corrected on the factory floor instead of on site.
Exit gate: Factory punch items closed and test reports accepted before shipment.
Typical activities
- Witness OEM factory tests against the approved submittal
- Verify ratings, configuration and nameplate data
- Review factory test reports
- Log deviations for resolution before release
Delivery & Installation Verification
Equipment is inspected on arrival and checked as installed, confirming it matches the design and is ready for startup.
Exit gate: Installation verified and documented; equipment released for startup.
Typical activities
- Receipt inspection for damage and completeness
- Nameplate and configuration check against submittals
- Installation checks: anchoring, clearances, terminations
- Pre-energization inspection records
Startup & Pre-Functional Testing
Equipment is energized for the first time and each component is proven to operate on its own.
Exit gate: Startup complete and checklists signed; equipment ready for functional testing.
Typical activities
- Pre-functional checklists by equipment type
- OEM startup coordination and attendance
- Energization sequencing with the site team
- Component-level operation checks
Functional Performance Testing
Each system is tested against its sequence of operations, including maintenance and failure modes, under realistic conditions.
Exit gate: Each system passes its script; failures retested and closed.
Typical activities
- Test scripts written from the sequence of operations
- Normal, maintenance and failure modes per system
- Alarm, setpoint and monitoring point verification
- Load bank testing where the scope requires it
Integrated Systems Testing
The facility is tested as a whole: systems are made to interact under load and through failure scenarios, the way they will in operation.
Exit gate: Integrated scenarios pass under load; facility ready for turnover.
Typical activities
- Scripts covering cross-system failure scenarios
- Utility failure, transfer and restoration sequences
- Redundancy verification under simulated IT load
- Owner and stakeholder witnessing
A typical scenario
Utility failure, under load.
One of the integrated scenarios an IST program runs. Every step is scripted, witnessed and recorded.
- Load applied
Simulated IT load brought up in the white space.
- Utility failure
Normal power removed to start the scenario.
- Ride-through
UPS carries the critical load on stored energy.
- Standby power
Standby generation starts and transfer switches take load.
- Stable operation
Load held on standby power; alarms and monitoring checked.
- Restoration
Utility returns, load retransfers and systems return to normal.

How we run it
A process you can audit.
Four steps, the same on every project, documented as they happen.
- Plan
Commissioning plan, inspection and test plans, and turnover requirements are agreed before work starts, so every level produces what the next one needs.
- Inspect as work completes
Installation is inspected while access is still open, and every finding is logged and closed in one QA/QC tracker.
- Test level by level
Startup, functional and integrated tests are scripted from the design, witnessed, and signed off before the next level begins.
- Hand over
As-built records, test results and witness sign-offs are delivered as one organized turnover package.
Benefits
Why it matters.
Data center performance depends on infrastructure that is installed and integrated correctly. Commissioning and QA/QC protect that performance from the first day of operation.
Built as designed
Confirmation, with records, that infrastructure is deployed the way it was designed.
Proven performance
Capacity and functionality tested against the performance the owner expects.
Documented operations
Sequences of operation, MOPs, SOPs and EOPs ready for the team that runs the facility.
Independent oversight
A third-party view that keeps every contractor on task and on standard.
